Most of you might not be aware of it, but this is the month when the United States officially honors its senior citizens! Since 1963, the whole country has paid tribute to its elderly every May, which President John F. Kennedy has distinguished as the Older Americans Month. During this time, we recognize what our senior citizens have done for the country and its people, and we give them all the appreciation and respect that is due them. But did you also know that here in the U.S., at least 3.4 million senior citizens live in poverty? For them, there won't be much meaning in the Older Americans Month if they can't even be sure about where their next meal is coming from. Recognizing this, the U.S. Department of Agriculture has a program that provides free food to seniors who are in great financial need. Through the Nutrition Services Incentive Program or NSIP, older folks who don't have enough money for their own meals can finally get good food at absolutely no cost. While the program services all low-income senior citizens across the country, priority is often given to those with the greatest financial need, particularly seniors who belong to a minority group. Food can also be given to a senior's spouse of any age, a disabled person who lives with a senior citizen, and nutrition service volunteers who keep an elderly person company during mealtimes. Seniors, Disabled Can Get Thousands in Aid Every Year

If you think that there are only a number of ways through which state aid can help the country's senior and disabled citizens, think again. The Supplemental Security Income or SSI, an income supplement program spearheaded by the Social Security Administration, aims to give financial assistance to seniors and to blind or disabled people who need the help the most. Through SSI, qualified applicants can receive benefits that include a monthly allowance, health care, food stamps, and other related services. Under the program, a low-income senior citizen or disabled person can be given as much as $9,500 a year, depending on which state the applicant resides in, as well as on his yearly income. A fixed element in the program, though, is the minimum amount of money that a person can receive, a sum that's often boosted by many states. Some states even offer other social services, such as counseling, job training, and employment assistance. To qualify for this program, a person must either be blind, disabled, or at least 65 years old, with a limited income that prevents them from living full, decent lives. Children who have disabilities or are blind can also qualify for SSI. Although assistance is generally restricted to U.S. citizens, non-citizens can stand to benefit from the program, provided that they meet the alien eligibility criteria identified in the 1996 legislation. Because the application and eligibility guidelines for the SSI are more specific than those of other programs, it's best to check with a nearby Social Security office to find out if you're qualified to receive financial aid through SSI. You can also set up an appointment with a Social Security representative, who can guide you through the application process and help you get all the assistance you need. Through a welfare program called General Public Assistance (or Public Assistance), those who are still in line for their welfare benefits can receive federal aid that can keep them afloat, even as they're waiting to qualify. Offered in 42 states across the U.S., Public Assistance was designed to be the final option for those who are still waiting to be eligible for various government aid programs. Public Assistance is also aimed at needy Americans who, while they do not qualify for programs, are nonetheless in great need of money for food or shelter. Unlike other programs, however, Public Assistance guidelines differ from state to state, and aid money is often heavily dependent on how much the state can give or on a person's income or asset level. In California, for example, a low-income household can receive as much as $225 in aid from the local government; Kansas residents, on the other hand, are slated to receive up to $278 a month from the Public Assistance program. Free Food Aid for Kids at Day Care

With day care centers mushrooming all over the country, parents can go to work and earn a living each day without fretting about the welfare of their kids. A government grant called the Child and Adult Care Food Program (CACFP) gives low-income parents a bigger reason to entrust their kids to a day care center, especially where the children's health and nutrition is concerned! Through the CACFP, day care centers across America can offer free, healthful meals to kids from a low-income background, helping them get through an activity-filled day with all the nutrition they'll need. Administered by the Food and Nutrition Service of the U.S. Department of Agriculture, the CACFP is open to all low-income families, and will give refunds to day care centers who choose to participate in the initiative. Minority Students Get Financial Aid!

Even if minority students are some of the most brilliant and most promising in their school, one of the biggest challenges they have to face is the constant lack of funds to keep them going straight into university. Fortunately, there are a good number of government grants and scholarships that give African-American, Hispanic, or Native American students the chance to make the most of their natural gifts and talents. Because of these minority grants, these kids from poor backgrounds can go on to establish their careers in their chosen fields without fretting about where their next meal will come from. The Higher Education Multicultural Scholars Program is a good example of how federal aid can help bright minority students get a better footing in their academic and future professional life. Under the fund, money is given through colleges and universities that serve minority Americans who are interested in going into the agri-science or agri-business industries. Through the Higher Education Multicultural Scholars Program, the government hopes to increase the number of minority individuals in the specified industries and to bolster the academic progress of minority Americans. Full-time undergraduate students who intend to study food and agricultural sciences are qualified for this program, for which the national budget this year is pegged at around $948,480. The awards themselves can range from $20,000 to $80,000, depending on your financial need, academic record, or focus of study. Agreement on the 2007 Farm Bill Still Uncertain

Although the 2007 Farm Bill was designed to make notable improvements in the U.S. agricultural industry, bipartisan farm-state negotiators have been unable to move the White House towards signing the bill into a definite, rock-hard law. But why should something that proposes to strengthen rural economies and make farmers' lives better encounter such great opposition from President Bush? According to the White House, the bill's $300-billion budget has been a key factor in the President's unwillingness to approve what he thinks is a "bloated" price tag. Negotiations have also stalled at one problematic component of the bill, which names the amount of government subsidies for richer farmers. "But members of Congress have continued to work on it, and if they can get there, the president would sign it," said White House spokeswoman Dana Perino. "But it seems unlikely, and therefore the president would call on them to pass a one-year extension if they can't get to a point where they would pass a bill that he could sign." Presently, negotiators are thinking of shaving off some government payments to farmers who earn more than $750,000 a year, which is still much higher than the $500,000 ceiling that the White House has insisted on. According to Senate Agricultural Committee chairman Tom Harkin, however, Bush seems bent on "destroying the harvest just as the seeds are being planted."
